A gas appliance can appear to be working normally while presenting a serious risk. A weak flame, poor ventilation, a damaged flue or an incomplete combustion process may not be obvious to a householder or tenant. That is why Gas Safe engineer checks are not simply a box-ticking exercise. They are a practical safety measure for homes, rented properties and managed estates across London.
For landlords and property managers, the right inspection also supports a clear legal compliance record. For homeowners, it provides confidence that a boiler, cooker or fire is operating safely and efficiently before a fault becomes an emergency.
What Gas Safe engineer checks involve
A Gas Safe registered engineer is qualified to work on specific categories of gas appliances. Before work starts, the engineer should be able to show their Gas Safe ID card. The reverse of the card confirms the appliance types they are registered to inspect, service or repair. Registration alone is not enough if the engineer is not qualified for the appliance in question.
The scope of a visit depends on why it has been booked. A landlord gas safety inspection is different from a full boiler service, although both involve important safety checks. An engineer will assess the installation, appliance condition and safe operation rather than relying on a visual check alone.
Typical checks may include examining the appliance for signs of damage, corrosion, unsafe positioning or inadequate ventilation. The engineer will check that the appliance is burning gas correctly, that gas pressure and operating performance are within an acceptable range, and that safety devices are functioning as intended.
Where an appliance has a flue, the flue route, terminals and seals are also critical. A boiler may generate harmful combustion gases safely only if its flue is intact, correctly fitted and able to discharge outside without obstruction. The engineer will check for obvious defects, unsafe flue arrangements and signs that combustion products could enter the property.
Gas tightness testing may be carried out to identify leaks on the installation pipework. This is particularly relevant where there is a smell of gas, an appliance has been altered, or a property is being investigated after a safety concern. If a gas leak is suspected, do not search for the source yourself. Turn off the gas supply where safe to do so, avoid electrical switches and naked flames, ventilate the property, and obtain urgent professional assistance.
Landlord checks and the CP12 certificate
Landlords in England must arrange an annual gas safety check for every gas appliance and flue they provide for tenants. This applies to boilers, gas fires, cookers and other supplied gas equipment. The inspection must be completed by a Gas Safe registered engineer.
Following a satisfactory inspection, the landlord receives a Gas Safety Record, commonly known as a CP12 Gas Safety Certificate. Existing tenants must receive a copy within 28 days of the check, while new tenants need a copy before moving in. Landlords must retain the record for at least two years.
The annual check can be completed up to two months before the current certificate expires while preserving the existing renewal date. This gives landlords and managing agents useful flexibility when arranging access, particularly across larger portfolios. Waiting until the last day creates unnecessary pressure and increases the risk of a compliance gap if access cannot be gained or a defect is found.
A CP12 is not the same as a boiler service. The certificate confirms that required gas safety checks have been carried out on the appliances and flues supplied by the landlord at that time. A manufacturer-recommended boiler service involves more detailed maintenance work and may include cleaning, adjustment and component inspection. In many managed properties, arranging both together is sensible, but the paperwork and purpose are different.
If an appliance is found to be unsafe, the engineer has a duty to act. Depending on the fault, this may mean turning off the appliance, applying a warning label or capping the gas supply to prevent use. This can be inconvenient, especially where heating or hot water is affected, but using an unsafe appliance is not an acceptable alternative. A clear written report allows the necessary repair or replacement to be authorised quickly.
What homeowners should arrange
Homeowners are not subject to the same annual certification duty as landlords for their own homes. However, an annual boiler service by a suitably qualified Gas Safe engineer remains the sensible standard. It can identify developing faults, protect manufacturer warranty requirements and reduce the likelihood of an avoidable breakdown during colder weather.
A service is especially worthwhile before winter, after a boiler fault, following building works, or where an appliance has not been checked for some time. If a property has a gas fire, cooker or other gas appliance, these should not be overlooked simply because the boiler has been serviced.
There are several warning signs that need prompt attention: a yellow or lazy flame instead of a crisp blue flame, black marks around an appliance, unusual smells, recurring boiler lockouts, excessive condensation, or headaches and dizziness that improve when leaving the property. These symptoms do not automatically confirm carbon monoxide, but they should never be ignored.
Every home with a gas boiler, gas fire or solid-fuel appliance should have a carbon monoxide alarm in the relevant room. An alarm is a final warning measure, not a substitute for professional inspection, ventilation or maintenance. Test it regularly and replace it in line with the manufacturer’s instructions.
Access, records and managed properties
For property managers, the difficulty is often not arranging the engineer but securing tenant access and keeping records in order. A planned programme with renewal dates, contact details and documented appointment attempts is far more reliable than chasing certificates at the end of each month.
Tenants should be given reasonable notice for access, normally at least 24 hours in writing unless there is an emergency. They should also be encouraged to report boiler faults, damaged flue terminals, carbon monoxide alarm activations and any smell of gas immediately. Delayed reporting can turn a contained repair into a larger safety issue or a loss of heating and hot water.
Keep certificates, service reports, repair records and appliance details together for each address. This provides an audit trail, helps engineers understand the history of recurring faults and supports a quicker response when an appliance fails. For housing associations, councils and multi-property landlords, centralised records also make it easier to demonstrate that statutory duties are being actively managed.
Choosing the right engineer
Price matters, but gas work should not be selected on price alone. Ask whether the engineer is Gas Safe registered for the exact appliance type, whether the visit covers a safety check, a service or both, and what documentation will be provided afterwards. A written report should set out any defects, remedial work and appliance status clearly.
For urgent issues, response capability matters as much as certification. A contractor that can assess the immediate gas safety issue and coordinate related plumbing, heating or electrical work can reduce delays where a fault affects more than one system. That is particularly useful in occupied rental properties, where restoring safe heating and hot water requires clear accountability.
